The concept of the culture of peace has been developed under the UNESCO auspices by prominent academicians, scientists and artists. The challenge is to replace the culture of conflict, which is oriented towards violence and conflict resolution by force, by the culture of peace. Its underlying basics are non-acceptance of violence, devotion to democratic principles, promotion of freedom, justice, and solidarity ant tolerance, mutual respect for others’ cultures, ideologies, beliefs and other humanistic values. As far as sport is concerned from (...) this point of view, there are numerous issues, such as: Whether sport is one of the educatingelements of the culture of peace, that is one of those elements of society which provide for development and establishment of such culture To what extent and how effectively sport has actually served this purpose Whether there is a conflict between competition which is inherent in sport and the role of sport in development of the culture of peace Whether competition which can be especially fierce on the international level can impact negatively the objectives which the culture of peace is called to attain etc. Unfortunately the research into the culture of peace has very little mention of sport as one of the phenomena affecting this culture. The bibliography on the culture of peace published in 1999 does not have any reference to sport in this respect. During the last few years the author with a group of his colleagues have started working on analyzing sport as a factor of establishment and development of the culture of peace. The identity of an academic discipline is essentially tied to production and reproduction of its disciplinary knowledge. This, in turn, determines the criteria of academic achievement for academicians belonging to a particular discipline. The ability of an academician to contribute to the disciplinary knowledge through publication of high-impact papers is considered to be of highest value in academic disciplines. This constitutes an essentialist paradigm of understanding academic disciplines. Such a paradigm, however, undervalues other equally important forms of academic labour, (...) like academic service, which support, develop and repair the academic world through practice of care. In his paper, the essentialist paradigm is critically appraised through Paperwinner’s Model, an adaptation of Breadwinner’s Model. Through the lens of ethics of care, specifically Joan Tronto’s responsibility-based ethics, the paper offers an alternate paradigm, the deflationary perspective on academia, to acknowledge and evaluate the significance of caring practices. The paper concludes with a formative suggestion to institutionally recognize and reward care through service-intensive positions. (shrink)

The International Academy of Freedom of Religion and Belief was formed in July 1985 in England as a result of the meeting of the International Working Group on Religious Freedom in UNESCO with representatives of various religious traditions from different countries. The composition of MASRP includes, in the first place, experts and scientists from the departments of state-church relations of universities of different denominations and from different countries of the world - the USA, England, Italy, Spain, Greece, Belgium, Germany, etc. (...) Currently, among the members of the MSDP, there are already scholars and public figures from Ukraine, Russia, Bulgaria and other post-socialist countries. This article considers the issues of adaptation and organization of the educational process, barrier-free environment and readiness for professional activity of students with disabilities in inclusive education in conditions of inclusive education in a medical university. The relevance of this work is determined by one of the priority areas of state policy in the field of higher education – access to higher education for people with disabilities in inclusive education. Inclusive education at the university is designed to ensure not only (...) the realization of the right of students with disabilities in inclusive education to higher education, but also to solve the problems of socialization and professional demand for such people. In order to improve the process of introducing inclusive education at the Ryazan State Medical University named after Academician I.P. Pavlov, a study was conducted, the main problems and ways of solving them were identified, related to the organization of the educational process, the conditions of the barrier-free environment and the readiness for professional activity of students with disabilities in inclusive education. An increase in the proportion of university teachers who have undergone advanced training in inclusive education also contributes to solving problems. Adaptation of educational programs and educational and methodological support for persons with disabilities includes psychological, pedagogical and tutor support etc. The organization of the educational process using distance education technologies is one of the priority conditions for teaching students with disabilities and/or HIA. The use of this technology makes it possible to significant-ly expand and modify some educational standards for students with disabilities in inclusive education, namely, to create an individual way for each student with disabilities in inclusive education in a medical university. It is proposed to use training techniques such as: online consultation of teachers; VR technologies; availability of training materials 24/7; online webinars that facilitate the inclusion of such students in the educational and research activities of the university. The professionally organized educational space and educational process of the university provide not only a high level of mastery of professional competencies, but also contribute to the formation of personal qualities of students with disabilities in inclusive education, necessary for their successful socialization, life and activity in society. The article is dedicated to the activities of the Academician of the National Academy of Sciences of Ukraine, doctor of political economy, Volodymyr Andriyovych Kosynskyi, who was born in Ukraine and worked in many European countries, particularly in Latvia. Kosynskyi was active as an economist, statistician, and a public and political figure, who held the position of the Minister of Labor of Ukraine from November to December 1918. The study allows to systematize and critically evaluate the sources on the (...) impact of Kosynskyi’s activities on the development of economics, as well as to reconstruct the main stages of his life and professional career. After a critical evaluation of the sources on the impact of Kosynskyi’s activities in economics, it is shown that his main contribution was the following: development of methodological problems of political economy, the theory and practice of credit, and methodology to develop agriculture. Kosynskyi was among the first to proclaim the transition of statistics from a science that collects and organizes information to a science that explains and predicts. The article also presents a periodization of Kosynskyi’s life and creative path, tracing the following periods: the Hlukhiv period, the Moscow period, two Riga periods, two Odessa periods, the Kyiv period, and the Czech period. In the article "The Epistemological Nature of Information Modeling" [Gnoseologicheskaia priroda informatsionnogo modelirovaniia], Voprosy filosofii, 1963, No. 10, Academician V. M. Glushkov examines two important methodological aspects of the modeling of natural objects and phenomena in the contemporary natural sciences. The first consists of the informational nature of the models created, and the second of their dynamism. The dynamic nature of today's models in the natural sciences means that it is not so much the material structure of the object (...) that is modeled as its behavior and functions in some sphere of natural phenomena. In this sense, the models under examination may also be termed functional, as distinct from the structural models pertaining to a static description of objects. (shrink)

The "Pygmalion effect" applies to humans. It is a phenomenon in which their own expectations of themselves or what other people expect from them can influence their behavior and performance. Moreover, this works even at the most basic, primitive physiological level — in an enriched environment, the brain becomes larger in volume, and the density of its nervous tissue increases, while provoking severe stress or depleted conditions reduce the number of nerve cells in the brain. People in the USSR had (...) absolute confidence that in the end good would win (the Pygmalion effect or placebo in the language of medicine), while from the 1990s to the present day, inclusive, the opposite attitude (program) totally prevails in Russia — evil will still prevail (the Golem effect or nocebo in the language of medicine). The proof of the Pygmalion effect in Soviet times is modal personalities — those who realized all the best of their (Soviet) era. There are countless of such examples in Soviet times. One of the most prominent of them in the philosophical environment was Professor V.A. Kutyrev. Anyone could become an academician, philosopher, engineer, officer or cosmonaut, etc. It was the Pygmalion effect in action. (shrink)

The study of the artistic heritage of neo-academicians in the context of the study of mixed techniques is quite relevant. To date, the analysis of the creativity of artists, representatives of non-academism as an artistic trend of the late twentieth century in Russia, is based on the artistic criticism of art critics, art critics who were part of this trend and considered the work of non-academicians from the perspective of the artistic life of this period in the context of the (...) socio-cultural processes of Russia during the Perestroika era. Also, the works of neo-academist artists are studied from the position of "creative rebellion" and the search for new forms in art. In this article, the works of T. Novikov, G. Guryanov, K. Goncharov, V. Mamyshev-Monroe and other representatives of NAII are studied from the position of "mixed techniques" in art objects. The main emphasis is placed on the analysis of art objects in mixed techniques in the context of overcoming formalism, embodying stylistic diversity, metamorphosis of forms and states, pictorial symbols and universal meanings. The realization of the principle of the infinity of choice and the infinity of meaning and diversity is associated with postmodernism in art, the introduction to which became decisive in Russian art of the late twentieth and early twenty-first centuries. The appeal to the study of art objects of neo-academicians made in mixed technique allows us to enrich and supplement the understanding of the term "mixed techniques" in modern art practices related to the search for new forms, compositional solutions, the formation of a unique author's language, the originality of the work. The article demonstrates the experience of religious reading of the iconic work of the prominent Kyiv bibliologist and academician of the end of the 19th – beginning of the 20th century V. Rybinskyi. The need for such a reading is determined by the fact that the Biblical texts contain a lot of empirical material relevant from the point of view of the history and theory of religious studies. Therefore, a kind of reconstruction of the field of theoretical positions important (...) for the formation of the “science of religion” in the domestic intellectual tradition is actualized. At the same time, given the weak systematization, a certain theoretical amorphousness and the need to carefully “read” such provisions, it would be correct to say that Rybinskyi’s work has only the motives of “proto-religious studies.” The article proposes relevant provisions that characterize the position of the Kyiv researcher in the field of the source and methodological problems of religion research; in matters of the origin and historical development of religious phenomena; in evaluation of the socio-cultural and political dimensions of religious institutions. The arguments given by V. Rybinskyi on the structural components of a religious ritual or religious institution in general, both in its evolution and in functional connections, are valuable for religious studies. It is shown how the Kyiv Biblical scholar in his own research hypostasis and apologetic intention closely approaches the formulation of “protoreligious” provisions. The eloquent example once again traces the complexity of disciplinary formation in the na­tional culture of the “science of religion” and the complexity of rational knowledge of this phenomenon as a specific way of spiritual and practical development of reality.Manuscript received 07.08.2020. The importance of communities in strengthening the ethics of international collaborative research is increasingly highlighted, but there has been much debate about the meaning of the term ‘community’ and its specific normative contribution. We argue that ‘community’ is a contingent concept that plays an important normative role in research through the existence of morally significant interplay between notions of community and individuality. We draw on experience of community engagement in rural Kenya to illustrate two aspects of this interplay: (i) that (...) taking individual informed consent seriously involves understanding and addressing the influence of communities in which individuals’ lives are embedded; (ii) that individual participation can generate risks and benefits for communities as part of the wider implications of research. We further argue that the contingent nature of a community means that defining boundaries is generally a normative process itself, with ethical implications. Community engagement supports the enactment of normative roles; building mutual understanding and trust between researchers and community members have been important goals in Kilifi, requiring a broad range of approaches. Ethical dilemmas are continuously generated as part of these engagement activities, including the risks of perverse outcomes related to existing social relations in communities and conditions of ‘half knowing’ intrinsic to processes of developing new understandings. The monograph is an English, expanded and revised version of the book Cheshko, V. T., Ivanitskaya, L.V., & Glazko, V.I. (2018). Anthropocene. Philosophy of Biotechnology. Moscow, Course. The manuscript was completed by me on November 15, 2019. It is a study devoted to the development of the concept of a stable evolutionary human strategy as a unique phenomenon of global evolution. The name “An Evolutionary Metaphysics (Cheshko, 2012; Glazko et al., 2016). With equal rights, this study could be entitled “Biotechnology (...) as a result and factor of the evolutionary processˮ. The choice in favor of used “The Evolutionary Metaphysics of Human Enhancement Technologiesˮ was made in accordance with the basic principle of modern post-academician and human-sized science, a classic example of which is biotechnology. The “Metaphysics of Evolution” and “Evolutionary Metaphysics” concepts are used in several ways in modern philosophical discourse. In any case, the values contain a logical or associative reference to the teleological nature of the evolutionary process (Hull, 1967, 1989; Apel, 1995; Faye, 2016; Dupre, 2017; Rose, 2018, etc). In our study, the “evolutionary metaphysics” serves to denote the thesis of the rationalization and technologization of global evolution and anthropogenesis, in particular. At the same time, the postulate of an open future remains relevant in relation to the results of the evolutionary process. The theory of evolution of complex, including the humans system and algorithm for its constructing are а synthesis of evolutionary epistemology, philosophical anthropology and concrete scientific empirical basis in modern science. ln other words, natural philosophy is regaining the status bar element theoretical science in the era of technology-driven evolution. The co-evolutionary concept of 3-modal stable evolutionary strategy of Homo sapiens is developed. The concept based оn the principle of evolutionary complementarity of anthropogenesis: value of evolutionary risk and evolutionary path of human evolution are defined bу descriptive (evolutionary efficiency) and creative-teleological (evolutionary correctness) parameters simultaneously, that cannot bе instrumental reduced to others ones. Resulting volume of both parameters define the vectors of blological, social, cultural and techno-rationalistic human evolution Ьу two gear mechanism genetic and cultural co-evolution and techno-humanitarian balance. The resultant each of them сап estimated Ьу the ratio of socio-psychological predispositions of humanization / dehumanization in mentality. Explanatory model and methodology of evaluation of creatively teleological evolutionary risk component of NBIC technological complex is proposed. Integral part of the model is evolutionary semantics (time-varying semantic code, the compliance of the blological, socio-cultural and techno-rationalist adaptive modules of human stable evolutionary strategy). It is seem necessary to make three clarifications. First, logical construct, “evolutionary metaphysics” contains an internal contradiction, because it unites two alternative explanatory models. “Metaphysics”, as a subject, implies deducibility of the process from the initial general abstract principle, and, consequently, the outcome of the development of the object is uniquely determined by the initial conditions. Predicate, “evolutionary”, means stochastic mechanism of realizing the same principle by memorizing and replicating random choices in all variants of the post-Darwin paradigm. In philosophy, random choice corresponds to the category of “free will” of a reasonable agent. In evolutionary theory, the same phenomenon is reflected in the concept of “covariant replication”. Authors will attempt to synthesize both of these models in a single transdisciplinary theoretical framework. Secondly, the interpretation of the term “evolutionary (adaptive) strategyˮ is different from the classical definition. The difference is that the adaptive strategy in this context is equivalent to the survival, i.e. it includes the adaptation to the environment and the transformation (construction) of the medium in accordance with the objectives of survival. To emphasize this difference authors used verbal construction “adaptiveˮ (rather than “evolutionaryˮ) strategy as more adequate. In all other cases, the two terms may be regarded as synonymous. Thirdly, the initial two essays of this series were published in one book in 2012. Their main goal was the development of the logically consistent methodological concept of stable adaptive (evolutionary) strategy of hominines and the argumentation of its heuristic possibilities as a transdisciplinary scientific paradigm of modern anthropology. The task was to demonstrate the possibilities of the SESH concept in describing and explaining the evolutionary prospects for the interaction of social organization and technology (techno-humanitarian balance) and the associated biological and cultural mechanisms of the genesis of religion (gene-cultural co-evolution). In other words, it was related to the sphere of cultural and philosophical anthropology, i.e. to the axiological component of any theoretical constructions describing the behavior of self-organizing systems with human participation. In contrast, the present work is an attempt to introduce this concept into the sphere of biological anthropology and, consequently, its main goal is to demonstrate the possibility of verification of its main provisions by means of procedures developed by natural science, i.e. refers to the descriptive component of the same theoretical constructions. The result of this in the future should be methods for assessing, calculating and predicting the risk of loss of biological and cultural identity of a person, associated with a permanent and continuously deepening process of development of science and technology. In his 1951 Gibbs Memorial Lecture, Kurt Gödel put forth his famous disjunction that either the power of the mind outstrips that of any machine or there are absolutely unsolvable problems. The view that there are no absolutely unsolvable problems is optimism, the view that there are such problems is pessimism. In his 1995—and, revised in 2013—Verificationism Then and Now, Per Martin-Löf presents an illustrative argument for a constructivist form of optimism. In response to that argument, Solomon Feferman points out (...) that Martin-Löf’s reasoning relies upon constructive understandings of key philosophical notions. In the vein of Feferman’s analysis, one might be object to Martin-Löf’s argument for either its reliance upon constructivist considerations, or for its appeal to non-unproblematically mathematical premises. We argue that both of these responses fall short. On one hand, to be critical of Martin-Löf’s reasoning for its constructiveness is to reject what would otherwise be a scientific advance on the basis of the assumption of constructivism’s falsehood or implausibility, which is of course uncharitable at best. On the other hand, to object to the argument for its use of non-unproblematically mathematical premises is to assume that there is some philosophically neutral mathematics, which is implausible. Martin-Löf’s argument relies upon his third law, the claim that from the impossibility of a proof of a proposition we can construct a proof of its negation. We close with a discussion of some ways in which this claim can be criticized from the constructive point of view. Specifically, we contend that Martin-Löf’s third law is incompatible with what has been called “Poincaré’s Principle of Epistemic Conservation”, the thesis that genuine increase in mathematical knowledge requires subject-specific insight. A large team of well-known Soviet scholars is currently preparing a new textbook in philosophy. We thought it might be useful to acquaint the broad philosophical public with the ideas that guided the authors in writing the textbook, and have included its table of contents, preface, and conclusion. We also, together with the team of authors, are hoping for readers' responses. The book will be published shortly by Politizdat Publishers.

Since James defined emotion as consciousness of bodily reactions and Cannon and others detailed the nature of these reactions, there has been an increasing tendency among behaviorists to equate emotions with visceral reactions and to neglect some of the genetic and adaptive aspects of emotion which had been discussed by Darwin.

The Millennium Development Goal (MDG) 5 A states that the maternal mortality ratio has to be reduced to three-quarters between 1990 and 2015. The target for India is a maternal mortality ratio of 109/100,000 live births. The Janani Suraksha Yojna (JSY) (Maternal Protection Scheme) is a centrally sponsored conditional cash transfer scheme to promote institutional deliveries and thus ensure safe delivery and reduce maternal mortality. The JSY scheme and its various evaluations were reviewed. The Tannahill’s ethical framework was applied to (...) the JSY and analyzed. Evaluations have shown that the JSY has significantly increased institutional deliveries. The public health system is not fully geared up for delivering good quality maternal health services. Thus encouraging women to go to them violates the principle of doing good. There are several barriers for availing the scheme. Procuring the certificates to meet eligibility can be difficult. The women do not have power over the cash incentive. There are large inequities in access to the JSY scheme based on socioeconomic status, caste and education. The accountability mechanisms for the scheme are weak at the grassroots level. Without an overall improvement in health system and awareness among women, the JSY cannot be said to empower the women in a sustainable way. In order, that the increases in institutional deliveries due to JSY are more than just a Hawthorne effect, which is a change in behavior just due to the fact that the population is being closely observed and intervened, there is a need to bridge the ethical gaps in the program to make it an empowering, sustainable, accountable and just one. A novel method for ECG signal outlier processing based on autoencoder neural networks is presented in the article. Typically, heartbeats with serious waveform distortions are treated as outliers and are skipped from the authentication pipeline. The main idea of the paper is to correct these waveform distortions rather them in order to provide the system with better statistical base. During the experiments, the optimum autoencoder architecture was selected. An open Physionet ECGID database was used to verify the proposed method. The (...) results of the studies were compared with previous studies that considered the correction of anomalies based on a statistical approach. On the one hand, the autoencoder shows slightly lower accuracy than the statistical method, but it greatly simplifies the construction of biometric identification systems, since it does not require precise tuning of hyperparameters. We prove that in IST, Nelson's internal set theory, the Uniqueness and Collection principles, hold for all (including external) formulas. A corollary of the Collection theorem shows that in IST there are no definable mappings of a set X onto a set Y of greater (not equal) cardinality unless both sets are finite and #(Y) ≤ n #(X) for some standard n. Proofs are based on a rather general technique which may be applied to other nonstandard structures. In particular we (...) prove that in a nonstandard model of PA, Peano arithmetic, every hyperinteger uniquely definable by a formula of the PA language extended by the predicate of standardness, can be defined also by a pure PA formula. Case-based, multidisciplinary seminars provided a vehicle for clinicians, philosophers and students to debate current problems in medical ethics in a manner which ensured maximum learning and interest for all participants. Prior training in philosophical medical ethics was an essential prerequisite, giving students the knowledge and skills to take part in the discussions at an appropriate level of sophistication.

Here we outline a simple method of using two mirrors which allows one to stand outside oneself. This method demonstrates that registration of vision with touch and proprioception is crucial for the perception of the corporeal self. Our method may also allow the disassociation of taste from touch, proprioception, and movement.
